Ishan Uday Special Scholarship Scheme 2024-25 for North Eastern Region (NER): The Ishan Uday Scholarship was launched by the Ministry of Education and University Grants Commission (UGC) in 2014-15 for the promotion of higher education in the NER to improve Gross Enrolment Ratio (GER) of children belonging to the economically weaker sections of the NER region. Isha Uday Scholarship is given to 10,000 (No Cap) fresh students of NER every year. The amount of the Ishan Uday Scholarship is Rs. 5400/- per month for general courses and Rs. 7800/- per month for professional/medical /technical/paramedical courses.

The Objective of Ishan Uday Scholarship
There are numerous objectives set to achieve by Ishan Uday Scholarship, especially for the North Eastern Region (NER) students in higher education. These objectives include:

Benefits and Amount of Ishan Uday Scholarship
There are numerous benefits of the Ishan Uday Scholarship the North Eastern Region can take every year. The amount of Ishan Uday Scholarship varies from course to course, depending on general degree courses and professional/technical degree courses. The overall benefits are:
- The Univesity Grants Commission (UGC) will award ten thousand (10,000) fresh scholarships (without a number cap) every year to the students of NER.
- The amount of scholarship is five thousand four hundred (₹5,400/-) per month for general degree courses and seven thousand eight hundred (₹7,800/-) every month for professional/technical/medical/paramedical courses.
- The award date of the scholarship would be from the date of joining the course as certified by the college/ Institution/University.
- Ishan Uday scholarship, as certified by the institutions under the scheme, will be given to the selected students of NER by the UGC through direct benefit transfer (DBT) Mode. The scholarship amount will be transferred to the Bank account of the beneficiaries through the PFMS procedure.
Ishan Uday Scholarship Eligibility Criteria
The only students from the North Eastern Region (NER) can apply for the Ishan Uday scholarship for higher education, the other eligibility criteria are:
- The applicant for Ishan Uday Scholarship must be a domicile of North Eastern Region.
- The parents’ annual income from all sources should not exceed ₹4.5 lakh per annum.
- The candidate should have passed 12th or equivalent in the preceding year of study and can apply for higher study at the present year.
- Candidate should have secured admission in the first year of either any general degree course or professional/technical/medical/paramedical degree course, including integrated courses in any of the college/institution/ University:
- Colleges/Institutions/Universities under Section 2 (f) and 12 (B) of the UGC Act.
- Deemed to be Universities under Section 3 of the UGC Act, 1956, and eligible to receive grants-in-aid from UGC.
- Central and state governments funded colleges/Institutions/ Universities.
- Institutions of national importance.
- Institutes recognized by other than the above statutory councils within or outside.
- Admission of the applicant should have been completed to College/Institution/University.
Renewal of Ishan Uday Scholarship
- The scholarship granted to candidate Ishan Uday Scheme will be kept renewed during the first degree course period, subject to maintenance of prescribed attendance and good conduct.
- Candidate’s scholarship will be renewed for the next year on the receipt of the annual progress report granted by the institution’s administrative head.
- Scholarship will be forfeited if the student fails to get promoted to the next class or level.
- Change in study course will not be allowed, if so, the scholarship will be forfeited from the date of such a change.
- UGC will implement and monitor this scheme.
- The awardee applicants of previous years will continue to follow the UGC pattern of scholarship amount through the designated bank branches of Canara Bank.
Note: Terms and Conditions
- The integrated degree courses’ students will be eligible for the scholarship for the complete duration of the course.
- But, for students of dual degree courses, the scholarship will only be given for the tenure of the first degree.
- Transgender students are eligible to apply for this scholarship and will be provided under the reservation as per Government of India norms.
- Persons with Disability (PwD) students will be considered under its reservation category as per Government of India norms.
- Scholarship slots will be distributed amongst the states of NER in proportion to the last population census.
- If scholarship slots in a state remain vacant due to the non-availability of candidates, the remaining slots will be distributed equitably amongst other states of NER.
Exclusions of Students from Ishan Uday Scheme
The following students are not eligible for Ishan Uday Scholarship:
- Those students who are pursuing programs/courses through Open Universities.
- The students who are already availing scholarships for undergraduate courses under any other scholarship scheme (s).
- Candidates taking admission through a management quota.
- Students pursuing Diploma courses that are not for the award of a degree.
- If parental income exceeds ₹4.5 lakh per annum.
Key Documents for Ishan Uday Scholarship
The students of NER who wish to apply for the Ishan Uday Scholarship Scheme need to keep scanned copies of some documents. The list of the required documents to be uploaded when filling out the scholarship application form online:
- Domicile certificates of applicants issued by a competent authority of the state government.
- Applicants’ family income certificate issued by the competent authority.
- Applicants’ Aadhaar Cards.
- For scholarship renewals, candidates’ annual progress reports and continuation studies by institutions’ competent authority.
Application Process for Ishan Uday Scholarship
Application for Ishan Uday Scholarship will be invited once every year National Scholarship Portal (NSP) of the Government of India. It can also be traced on UGC website. Any incomplete application will be rejected and only verified complete applications will be approved for award of scholarship to students.
New Registration for Ishan Uday
New candidates who are trying for the first time application for Ishan Uday Scholarship can register through the following steps:
1st Step: Students should visit the Registration page of the NSP for One Time Registration (OTR)
2nd Step: Guidelines page for Registration will be reflected. Read it carefully and accept the terms and click “Continue” button.
3rd Step: A one time Registration Form will appear on the screen. The fields marked as* are compulsory to fill up. Fill all requirements details and click “Register” button below. Application ID and password will be displayed and the same will be sent through SMS to students’ registered mobile number.
Fresh Application Login
After One Time Registration students can apply with the help of the following steps:
Fresh Application Step 1: Students should visit the application login page of the NSP and enter their Application ID and password.
Step 2: You must type Captcha given below and click “Login” button.
Step 3: A next screen page will appear, provided with OTP received on your registered mobile number. Here you will be directed to the Password Reset screen. Create a new password and confirm it.
Step 4: Then click “Submit” button. You will come to the “Applicant’s Dashboard”
Step 5: Click “Application Form” appearing on the left pane of the screen. Fill details compulsorily marked as* and upload the required documents. The credentials verification of students like caste, educational qualifications, etc. will be done through the DIGILOCKER facility of the MeitY, Govt. of India.
Step 6: Here, you can click either on “Save as Draft” to complete the application later. Or click on “Final Submit” button to apply.
Payment Status of Ishan Uday Scholarship
The applicants can track their payment status of Ishan Uday from the template “Know Your Payment” given in the Public Financial Management System (PFMS) Portal through either indicating their Aadhaar Number, Bank Account number or NSP Application ID.
